Thanks to Sam Wacht for sending me this information. In Sam's own words:

Finally back working on my Ambassador, she runs, but I have been having a time with the Generator not charging, new mechanical voltage regulator from MG Cycles and had the generator rebuilt. After messing around with it, I ordered a new mechanical regulator and after removing the mount and all the wires, the new regulator had instructions for polarizing the regulator, touching the field wire to the battery terminal on the regulator for a brief moment, That seemed to get mine working, might be worth putting something like this on the site.

Dave Richardson's Guzziology, Chapter 18, section 17 has long included the following description for how to polarize a generator on Moto Guzzi loopframe.

A quick test of a non-working system is to make sure the generator is polarized. Jumper between the battery's positive or the B+ regulator terminal to the regulator's D+ (armature) terminal for two seconds. This produces a direct short to so be ready for a spark. As quick as you make the contact break it again, refit the loose wire to its terminal and retry the system.
