You mean the problem is the powder coat is baked into the swingarm threads?
couple ideas.
Get a correct sized tap and chase the threads clean. Good luck finding the
correct size outside of a machine shop.
use a dental pick to dig the threads out.
you might use some thread files

and lastly, a dremel with a wire brush should work.
