This is interesting. Front wheel is fine but I just noticed the rear is
tight for about 3/4 of the rotation.
If you put your hands at 12 and 6 o'clock position, and try to rock the
wheel, it is tight for about 270 degrees and has a slight but definite rock
for the rest of the rotation.

This is strange. I thought if bearing are loose or worn it would be the
same rocking action at any wheel position.

If it is moving at the hub, it sounds more like trashed wheel bearings.
Have
you had this wheel off recently? Are you certain the axle is inserted and
adjusted correctly? Did you properly tighten the axle nut BEFORE you
tightened the fork pinch bolts?
