I am trying to mount what I believe is a National Cycle windshield, however, it has no markings. This is the common style with clear top and colored bottom, two piece with chrome pieces on the lower and horizontally between the two halves.

I bought the mounting brackets that mount under the fork nut on top, and at the pinch bolts behind the forks lower down. Three holes, two at the top, and one further down by the pinch bolts. The brackets also came with offsets that are supposed to allow me to mount the National Cycle style windshield. I think they are mandatory to use with this type of windshield.

I can't figure out how they are to be used. I have tried them offset up, down, several ways, and even have mounted the windshield without them, and I can mount it each way. I have never had a windshield before, so I am clueless. Any ideas...?

Now for the clincher....I also purchased the reproduction mounts for the spot lights, and can't get those to line up with the brackets for the windshield, although I was told they were to be mounted in the free hole at the bottom of the windshield brackets.
