Hi Tim,
Sometimes it's possible to use a centerpunch to shatter a broken off drill bit
or tap. The remnants can be removed with a small pick, needle-nose pliers,
whatever works. Might be kind of a pain in the location you describe though.

found another broken bolt from the previous owner under my battery tray. He
evidently tried to get this out, and in the process broke off his drill bit
flush with the broken bolt. Any ideas on how to get this out? Before I
knew it was a drill bit, I tried to drill into it, but to no avail.
