If you can apply heat without screwing up the finish on the outside
it would help soften up the powder coat, like with the type of soldering
iron they use with stained glass. If it was in my shop I'd use a die
grinder and a wire wheel. The pivot bolt should be hard enough to chase
the threads when you get it kinda clean, otherwise if you can rustle up
a spare pivot bolt you might carefully cut grooves perpendicular to the
threads (poor man's tap) and use that.
