You could try sanding really well and use a special 'etching' primer that is
available. But I would seriously look into having the chrome removed if I
cared about it. There is a way to do this if you had a large container and
a battery charger but I can't find the procedure right at the moment.

I would say sand it with a coarse grit paper, Prime it, sand it,
primer it
again, sand it, well you get the idea. Then spray the paint.

Bead blast maybe ?
