Bryan,
Try hot/cold technique.

Put carb in fridge/freezer for a while, until pretty cold.

Since the sleeve is inside the carb body, dunk the carb in the hot water without putting the sleeve in. The expansion should allow enough play for the sleeve to be pulled out. Since you're doing a carb cleaner dip, the water in the carb shouldn't really matter.

Or maybe try and warm up the carb, then cool the sleeve with a piece of ice cube or something.
