hey jason,
those holes were for mounting the police or various wixom fairings. they should be tapped but if they are full of rust you may want to retap them and just put bolts in to cover the holes.

I have rust in the small holes on top of my handle bar risers directly above the bars. What originally went in these holes? What can I put in them now? Thanks
