Bob and Ted, I always try to put a witness mark on a pulley or gear before
removing. Bob Hawkes

Definitely get a pulley with the correct marks on it. Mine ran poorly,
bad spark knock, for a while. I about went nuts myself. One thing I had
done was remove the pulley with the timing marks when I checked the
timing gear and replaced the gasket. Did not notice that the 3 mounting
holes are all equal distant and the pulley will go an in any position. I
would set the timing with a strobe and it ran terrible. Finally put a
ty-wrap down in the left side spark plug hole and turned the motor until
top dead center and figured out the pulley was in the wrong position.
Moved it to the correct place and using the light set the timing
correctly. Runs good now.

Probably not your problem, but what is your definition of running crappy
or poorly?

header
and crank the bike (spark plugs disconnected), I feel more suction than
exhast, feels like its going to suck my hand into the pipe. Is that
normal?

I have completely and throughly cleaned the carbs, I get spark, wiring
appears to be in good shape I have the aircleaners off currently, gas is

flowing though if I blow into the fuel inlets on either carb, it does
take a
little effort.

I remember when the bike originally began running bad, I noticed my
generator had slipped in its cradle and was straining its wiring, but
the
wiring still looks fine, the gen. light goes out when sufficient revs
are
reached and I do have spark (not sure how strong).
