of birth!! Of all places California!!! There are probably hundreds of
thousands of cars with Mexican plates alone, not to mention the Canadian
tourists, and all the military folks with plates from Europe.

Its a shame everyone is hung on the "failure to
 carry" issue.

As a law enforcement officer working in a City and State that relies
heavily on tourists, I say "More crap!!" Enforcing the law is all about
serving the public good. Even in todays world of terrorism, that is
mothing more than harrasment. There was no danger to the public, and no
more than a friendly word was necessary. The damage done was worse than
the infraction.
One of the biggest problems in law enforcement is individuals like that
who impose their own standards onto each situation, rather than
impartially carry out their duties. Those guys operate independantly all
the time, and no one is supervising them properly. I supervise some
really good officers, yet they often need to be reminded that their
feelings about subjects don't have any place in their decision making.
They have to be fair and impartial, and treat subjects the same,
regardless of the situation.
