you should not have to "tweak the stroke" to get the gap to open. should be
right when timing marks are at TDC. are you sure you're on compression
stroke? crank may need to be turned through two revolutions to get there.

sounds like you're on the wrong TDC, ie. you need to turn the crank through
another 360 degrees.

 I did this and when the piston was at it's highest point (closest to the
spark plus) the rocker arms would shift from one coming down to the
other coming up, but would require me to tweak the stroke a bit to get
the gap to open up so I could check and adjust the gap. For some
reason, the left side took more work to make this happen as the intake
valve stayed tight until I backed out the piston a bit from TDC. I'm
waiting for a new cap and rotor to arrive, hoping it will be here today,
and am running out to get new plugs. I have installed a new condenser,
new wires, and new points - gapped them w/o a problem. I guess I'll get
it all back together and see how she runs. If too noisy, I'll shut down
and try again. Don't know why a simple valve adjust is giving me
problems....

The piston has to be at the TDC position on the compression stroke,
then
 
 the exact point of adjustment may vary by a fe degrees according to
cam
 
 and lifter wear. The way to find the exact position is to go to tdc
and
 
 set th clearence, Then move the crank back a little and check it
again.
 
 If it changes then re-adjust and then move it back the other way and
look for a different reading . The point you are looking for is the
area
 
 around TDC with the biggest clearence, remember to do this with a dead
