Then this points directly to low amperage getting to your starter.
Weak battery - use the battery for the bench test
Corroded battery cables - internal corrosion raises the resistance
Bad battery ground - run a big wire from the negative terminal
directly
to the starter as a test
12v not getting to the starter solenoid - starter switch?

The starter that was on the bike was swapped with the starter on my
other bike that is running fine.Still have the the same problem.That is
why Iam thinking ofa problem other than the starter itself.
The strter taken off the bike with the problem was installed on my
other bike and it works .
