OK, next idea(s). Clamp the large end of the axle in a vise, slide on
the wheel only, no cover or brake backing plate. Spin the wheel. Does it
spin? No; the problem is the bearings or a bent axle. Yes; go to next
step. Next, cut a piece of 1/2 inch electrical conduit (or similar) to
take up the space on the rest of the axle. Tighten the nut against it
and compress the wheel bearings. Does the wheel spin? If not, the
problem is the bearings, cups, and/or shims. Next put on the cover
plate, cut down the conduit to take up the slack again and retighten the
axle nut. Can you spin the wheel? No? The problem is a worn center on
the cover, i.e. the edge of the cover is rubbing on the wheel hub. Yes?
Add the brake backing plate, minus the brake shoes. Repeat the
procedure. Keep adding parts until the problem shows up.
